RT.HON. (ELDER) SAM IKON PARLIAMENTARY PROFILE
As one the ten Members representing respective Federal Constituencies of Akwa Ibom State in the National Assembly, Rt. Hon. Samuel Okon Ikon of Etinan Federal Constituency has proven his worth of legislative prowess for been a first term member in rank and file of the 4th Assembly and Speaker of the 5th Assembly in his second term in Akwa Ibom State Legislature.
Having worked in private and Public service before getting into politics, the legislative colossus addressed by acquaintance as Sam Ikon got voted to represent Etinan Federal Constituency in NASS from June 2015.
Hitherto the Member of Parliament (MP Ikon ) has achieved extraordinary performances in law making even when he is heading a very critical committee in NASS and by extension Nigeria.
MP Ikon who was the Chairman Conference of Speakers of State Legislature of Nigeria from 2014 – 2015 is now the Chairman House Committee on Inter-Parliamentary Relations in the National Assembly.
For those who misconstrue MP Ikon regular travelling overseas, he is not doing so for luxury, but representing and interfacing Nigeria Parliament with other Parliaments all over the world. MP Ikon, can best be described as Ambassador Plenipotanciary for Nigeria when Parliamentary needs beckon across the shore of Nigeria.
But even when he shoulders such a responsibility on daily basis, MP Ikon has sponsored 16 bills of national urgent public importance to pass into law in less than 24 months of his stay in NASS.
Should I bore you by listing them here? I thing today is not a day for it.
For us in Etinan Federal Constituency, we can be proud to say that there has never been any such record before now from a past or present Member of the House of Representatives from the 10 Federal Constituencies of Akwa Ibom State.
SAM IKON EMPOWERMENT WHEN HE WAS REPRESENTING ETINAN STATE CONSTITUENCY IN AKHA
About his empowerment program from his days as Member and Speaker in Akwa Ibom State House of Assembly for his two terms spanning from 2007 to 2015,
Sam Ikon had projects to show in 51 out 64 villages of Etinan, he bought cars for 41 persons empowered 600 youths, got many employed and assisted countless persons in various needs.
NUMBER OF PERSONS WHOM MP IKON FACILITATED THEIR EMPLOYMENT
As Member representing Etinan Federal Constituency in NASS MP Ikon has so far facilitated the employment of:
4 persons in the Economic and Financial Crime Commission EFCC
10 persons in National Assembly Service Commission
2 persons in Abuja Electricity Distribution Company
3 persons in Nigerian Security and Civil Defence Corp
6 persons in the Nigerian Army
15 persons in Graduates Training program
That is 40 Etinan Federal Constituents empowered by MP Ikon when he was less than 24 months in NASS
PAST EMPOWERMENT AND INCOMING ONES
It’s always sad to notice that humans forget the goodwill of others so soon. Before explaining the usage of the budgetary allocation trending on Facebook and other platforms since yesterday, Etinan Federal Constituency indigent has just forgotten that last year many of them were empowered through Small Medium Eterprise Development Agencies of Nigeria SMEDAN and National Directorate of Employment NDE.
The forgot thar MP IKON facilitated the acquisition of 42 modern computers from National Communication Commission NCC, installed in Technical College Mbioto2 powered by solar.
Also many tools were given to artisans constituents from the 31 political wards of Etinan Federal Constituency to assist several hundred of them in their respective trades. And that engulf well over N100 million.
There is a budgetary allocation totalling almost N200 million that MP Ikon has succeeded to impute for his constituents in this year budget.
So what you see trending on the social media is not even all about your Federal Constituency. I am letting the cat out of the bag so you might know that MP Ikon has nothing to hide as far as your mandate is concerned.

BUT STILL WHEN AHEAD TO CONDEMN HIM
“A legislator is not given fund to share to constituents globally and in Nigeria. But as a social responsibility we have tried to intervene to assist our people, but sadly this has now become a measure of assessing our performance totally outside our core responsibilities of law making, appropriation and oversights.
You are now an evil person if you can pay fees for 200 persons, pay house rent for 1000 persons, buy cars for 100+ persons, throw money at any crowd to struggle, wound themselves and tear the notes so that you can be popular. Yet you have a fixed income. Very sad. Hope we can find ways of getting our people out of this thought trend and behavioural tendencies. Even when you give to some, they will never let others know so that they wouldn’t share from it, but rather they will lie and condemned you that you didn’t give him”
MP Ikon reacted this way yesterday on comments made by his constituents and non constituents on a WhatsApp group known as “Etinan Federal Constituency” when when the above budgetary allocation (see photos) was posted on thar platform.
DETAILED EXPLANATION OF THE BUDGETARY ALLOCATION TRENDING ON THE SOCIAL MEDIA
To dismiss the ignorance of many of what this monies stand for, MP Ikon said:
” I had briefed stakeholders with this figures during the last briefing I held for Etinan and Nsit Ibom. Nsit Ubium LGA is the next. I went further to announce grants for various market women from the 10 million allocated.
It’s however important to educate constituents that these jobs are not given to me. Rather companies bid at the agencies in charge, and after due process the job are awarded. But note that legislators are not the ones awarded the contact to execute what you see on the photo that is trending on the social media.
Most agencies however require clearance from us representatives of satisfactory execution before payments are made. Some agencies don’t, thus that leads to poor job executed”
MP Ikon went further to explain how the 10 million and 80 million seen will be used.
He said 10M for this year allocation is for training our constituents in film acting and production of the booming Bollywood industry.
I have secured 80 million for free medical outreach in this year budgetary allocation for constituents across the 31 wards of Etinan Federal Constituency, on ailments such as malaria, typhoid, high blood pressure, high and low sugar level etc.
If you have not yet seen this happened, the fault is not mine, I am also waiting for the agencies in charge to come and do the job, Ikon explained.
STUDENTS FEES ASSISTANCE PROGRAMME
MP Ikon is launching a Students Fees Assistance Programme 2017 for undergraduate. Forms for this programme will be available online from next week. MP Ikon called on student union leaders and leaders of other associations of Etinan Federal Constituency to coordinate their colleagues to take part in the exercise.
There would not be any examination to screen would-be recipients but the screening will consider their GPA, the student last year merit will account for 40%, indigent status will account for 30% and political consideration will account for 30%.
This batch of Students Fees Assistance Programme is not for post graduate students.
Last year MP Ikon sponsored over 400 students of the Federal Constituency on this same exercise.
