RE: OPEN LETTER TO SGF ON AWARD TO GOVERNOR UDOM EMMANUEL

An open letter on the above subject was written and addressed to you and same was published on page 34 of Nation newspaper of Monday, February 19, 2018, wherein a very poor and futile attempt was made by the author of the said letter to create disaffection between the Federal Government and the Akwa Ibom State Governor, His Excellency, Mr. Udom Emmanuel over the issue of the recognition rightly accorded him by a Federal institution and presented by you.

A careful read of the letter exposes the APC’s pain, worry and panic that the achievements of the Udom Emmanuel led administration have been seen, evaluated and applauded by credible national institutions, despite the sustained and systemic anti-government media campaign launched by them in the state. The author claims that the basis of giving the award to Governor Emmanuel on the basis of road construction ( which he either erroneously, ignorantly or mischievously referred to as road repairs) and payment of salaries was faulty and not strong enough to deserve your invitation to present the award. How could he have said that in a time like this when many state governments are hugely indebted to their staff and are struggling to reduce the number of months they owe? May be he would have wished that Akwa Ibom should have occupied a prominent position on such a list. Our state’s absence on that list is a source of anger to the opposition.

What he forgot to state as a part of his anger is the fact that the superior performance of the PDP-led administration in the state has become a great source of worry for his party, considering the forth coming elections. They have been struggling unsuccessfully to discredit the administration’s efforts at developing the state, complementing their campaign of calumny with a boast that the federal government is unhappy with the Governor and therefore irrevocably committed to ‘capturing‘ the state during the forth coming general elections. It is with this background that a picture or news emanating from Abuja showing the Governor or his representative receiving an award from a highly placed official of the federal government(no less a person than the SGF)unsettles them greatly. May I reproduce verbatim his words in the said letter “We call on other federal officials and agencies to be more circumspect in dealing with the likes(sic) of Udom Emmanuel … especially if it seems capable of putting the APC federal government in bad light, or ADVANCING HIS CHANCES FOR RE-ELECTION AT OUR PARTY’S EXPENSE”(emphasis mine). Such fear is quite understood and can be accommodated within the realms of mediocrity and infantile opposition, such as practiced by the author and his cronies, but where critical thinking and patriotism is engaged, superior performance must be celebrated. The wordings of this letter fell short of warning you and demanding that you warn other Federal Government agencies to desist forthwith from recognizing and encouraging productive efforts at good governance, when the beneficiaries are of the Peoples Democratic Party, so that it does not affect the chances of the APC at the polls.

However sir, it may interest you to know that in Akwa Ibom state the Governor, like his predecessors have always had the next generation (not election)as their focus. That is why developments are evenly spread and qualitatively executed, our projects are designed and built to last for generations, not just for election show case.

The greater fear which the author should habour and seek to handle is the moral burden of deceiving the electorate that roads have not been constructed under the PDP led government in Akwa Ibom, when the roads leading to his residence(in Uyo) and ancestral home(in Use Ndon) were constructed by the State Government. He should be bothered by the increase in the number of hours that public power supply has become available to Uyo residents occasioned by the construction of sub stations and replacement of critical power infrastructure by the State Government. So much has happened under the Udom Emmanuel led administration in the state that will certainly boost his chances of re-election at the expense of the opposition. The best means to ascertain the veracity of our proclamation is to pay a visit to our state (which is within your jurisdiction).

In conclusion, what the author ought to have asked from you in his letter, would have been a clarification as to whether being an elected officer of his party at the state level, if he could still accept an appointment and function in the new capacity without resigning as a party officer. He could have further sought your help and assistance to open and run the state secretariat of his party, which has remained permanently locked. More importantly, he needs a tutorial in issuing public releases so as to use proper syntax to achieve the desired semantics. For example he wrote “The Governor of Akwa Ibom State, Mr Udom Emmanuel was among a few other state chief executives so were a similar award that evening, and your goodself presented the plaque to him on behalf of the NTA”. Please we are at sea as to what sense the Ph.D holder was trying to make in that paragraph.

We therefore most sincerely urge you to discountenance that ill-conceived, ill-cobbled and ill-transmitted letter by Efiong Etok, Ph.D( the suffix may mean Pull Him Down) and to in the contrary commend the management and board of the NTA for such diligence and fair-mindedness in the selection of their award recipients. We pray that you further encourage other national institutions to continue in the exercise of their duties across the country in a patriotic and non-partisan manner. We congratulate you on your appointment and pray that patriotism will continue to guard and guide all your actions.

NTA AWARD TO GOVERNOR UDOM EMMANUEL

On Tuesday, 13th February 2018, the Nigerian Television Authority (NTA) organized its 2017 National Service Awards in which several public officials were given awards by the television network for their service.

The governor of AkwaIbom State, MrUdom Emmanuel was among a few other state chief executives so honoured that evening, and your good self presented the plaque to him on behalf of the NTA. The governors of Nassarawa, Kano, Imo and Plateau also received similar award from you on behalf of the NTA. Other public service officials like the Acting Chairman of the EFCC was equally honoured.

SGF Sir, we believed that this was a non-partisan and well-intentioned gesture from the Board and Management of NTA to encourage our government officials in the work they are doing. We did not give much more thought to this until yesterday when the governor of AkwaIbom State, MrUdom Emmanuel, turned this award into a political campaign material.

In a Press Statement issued yesterday, Gov. Udom Emmanuel’s Press Secretary stated, inter alia:

‘Governor Udom Emmanuel has earned the trust of the good people of the state through the spectacular achievements he has recorded in the almost three years that he has been on the saddle – a fact that even the Adviser to President Buhari on Political Affairs, Senator BabafemiOjodu – a APC stalwart himself acknowledged when he devoted a whopping 32 pages in his Midterm Report he authored, showering praises on Governor Udom Emmanuel for his achievements. On Tuesday, February 13, 2018, inside the Banquet Hall of the Presidential Villa, Abuja, Governor Udom Emmanuel was decorated with 2017 Integrity & Service Programme (ISP) Award by the Secretary to the Federal Government, Mr Boss Mustapha, a testament to the acknowledged bonafides of the governor as man of integrity and transparency’.

Of all the governors who received the awards that night, it’s only Udom Emmanuel that has turned it into an embarrassing specimen for political advertising and self-glorification. It’s typical of a man who is notorious for his pettiness, egomania, arrogance and over bloated sense of self-worth. We understand that the NTA chose Udom Emmanuel for this award because he has constructed roads and paid salaries. We are appalled that the Board and Management of NTA would consider these as an outstanding achievements for a governor whose state earns over N15 billion every month from FAAC, IGR and other sources. For us, payment of salary and repairing of roads are too basic and routine for an award that requires the SGF to present.  The NTA may therefore have to be a lot more careful, painstaking and thorough in giving out such awards in future (assuming its mandates include giving awards to politicians). Similarly, we call on other federal officials and agencies to be more circumspect in dealing with the likes of Udom Emmanuel who never misses the opportunity to make partisan political capital out of everything, especially if it seems capable of putting the APC federal government in bad light or advancing his chances for reelection at our party’s expense.

We should also note that the governor has been celebrating and boasting about the publication by Senator Ojodu at every public event as if the author is a Certified Assessor of Governors. We haven’t seen this publication, anyway,  but we just do not know how informed Senator Ojodu is about what Udom Emmanuel has been doing in AkwaIbom State with the over N700 billion his administration has earned so far.

CONCLUSION

SGF Sir, we are aware that Mr. Udom Emmanuel will soon use your photograph at the Award event in billboards, newspapers and other publications for advertisement, claiming that you had endorsed his so-called achievements and therefore reelection. The governor does not miss any chance to be opportunistic.

Please call him to order so that he does not embarrass the federal government further.

The speaker of the Akwa Ibom State House of Assembly, Rt Hon Aniekan Bassey has pledged to run a people-centric 7th Assembly. Speaker Bassey made the promise when Ascend Communications, publishers of Assembly Watch paid him a courtesy visit.

Bassey said he intends to lead an assembly whose legislative engagements will revolve around the constituents, stating that such engagements will be the only way to ensure that the electorate are carried along in the process of legislation.

Speaker Aniekan Bassey said this will be achieved through town hall meetings to gather information on needs of the constituents, constituency briefings to intimate constituents on progress of legislative representation, as well as regular appraisals and briefings. Bassey said these engagements are imperative if the lacuna between the legislature and the electorate is to be bridged.

Speaking earlier, the MD, Ascend Communications, Mr Courage Mbon said the team was in the Assembly to intimate the speaker about “Assembly Watch”, an initiative of Ascend Communications, which aims at informing the general public about activities of legislators both in the State House Of Assembly and the National Assembly.

Mbon said Assembly Watch existed to bridge the communication gap between legislators and the general public; while also appraising performance of legislative representatives both in the state and Abuja.

High point of the visit was the presentation of a commemorative souvenir portrait to congratulate the speaker on his recent election as speaker of the Akwa Ibom State House of Assembly.

Rt. Hon. Aniefiok Dennis Akpan, member representing Etinan State Constituency today sponsored a bill to curb rape and other violence crime in Akwa Ibom State.

The Bill titled a Law to Eliminate Violence in Private and Public Life, Prohibit all forms of Violence Against Persons and to Provide Maximum Protection and Effective Remedies for Victims and Punishment of Offenders and for Related Matters will ensure stiffer punishment for persons convicted of rape and other violent crimes

Rt Hon. Dennis, in the lead debate,
condemned recent violent crimes in the State and said the Bill when passed into law, will protect women, children and other persons against abandonment, circumcision, domestic and economic abuses.

He said it will also curb forced financial dependence, sexual exploitation, emotional, verbal and psychological abuse and said there must be penalties to discourage offenders from these acts.

The Member representing Ibesikpo Asutan State Constituency, Rt. Hon. Aniekan Uko who is a co-sponsor of the Bill, said violent crimes were not only particular to women, maintaining the Bill when passed into law, will also protect the men from all forms of harassment.

Others who spoke in support of the Bill, including the Member representing Ika/Etim Ekpo State Constituency, Hon. Mfon Idung, that of Ini, Rt. Hon. Emmanuel Ekpenyong; Abak State Constituency, Hon. Udeme Otong;
Ikot Abasi/Eastern Obolo State Constituency, Rt. Hon. Uduak Odudu and Member Ukanafun State Constituency, Dr. (Mrs) Charity Ido, lauded the lead sponsor, Rt. Hon. Aniefiok Dennis for bringing up the bill, saying it will further promote peace in the state.

In his remarks, the Speaker, Rt. Hon. Aniekan Bassey who lauded Members for their interests in the Bill, referred it to the House Committee on Woman Affairs, Social Welfare and Cooperative and directed the Committee to report back to the House within one month.

Recall in the sixth assembly, Barr
Dennis facilitated a law which seeks to protect Akwa Ibom people from unlawful arrest and detention, the Law amongst other benefits places a ban on the arrest of persons in lieu of suspects, arrests in terms of civil matter and also seeks to eradicate the gender discrimination in bail issues. This was called CRIMINAL JUSTICE LAW.

Barr. Dennis also sponsored a bill which seeks to ensure prohibition of female circumcision or female genital mutilation which is commonly practised in some communities in the state and has lasting negative impacts in the lives of women called LAW THE VIOLENCE AGAINST PERSONS PROHIBITION BILL.

A’Ibom Assembly seeks State Govt’s Intervention on Calabar-Itu Federal Road

Worried by the sufferings encountered by commuters, residents and other road users plying the now deplorable Calabar-Itu federal road, the Akwa Ibom State House of Assembly has directed the state Ministry of Works to intervene on the failed portion of the Enen-Itam axis of the road, with a view of alleviating the plights of the road users and residents of the area.

The House gave the directive, Thursday at plenary sequel to a motion of urgent public importance raised by the Member representing ITU State Constituency, Hon. Kufre-Abasi Edidem who informed the House of the deplorable state of the Calabar-Itu road, particularly Enen-Itam axis of the road. He said members of his constituents and other road users were expressing difficulties plying the road, and pleaded that the state government be urged to undertake urgent intervention measures on the road in the interest of the people.

Reacting to the motion, lawmakers argued that the current situation of the road was affecting economic activities as the road connects Akwa Ibom with neighboring Cross River State. Members for Ibesikpo-Asutan State Constituency, Rt. Hon. Aniekan Uko, Nsit-Ubium, Barr. Otobong Bob, Etim-Ekpo/Ika, Hon. Mfon Idung, Uyo, Hon. Anietie Eka, Hon, Abak, Udeme Otong, Ukanafun, Dr. Charity Ido and the Chief Whip, Rt. Hon. Emmanuel Ekpenyong in their separate contributions sympathised with residents of the area and other road users who ply the road. They wondered why the federal government was still dragging it’s feet on the said road, years after it publicised that contract had been awarded for the construction of the road. The Assembly Members agreed that it has become expedient for the state government to intervene on the federal road, since majority of those who use the road are Akwa Ibom people.

Uyo representative, Ekah said “It is disheartening that the federal government seems to be playing politics on the road. It’s high time we separate politics from human lives”.

Reacting, the Speaker, Rt. Hon. Aniekan Bassey said though the Assembly was aware that the said road is a federal road, it was necessary that urgent intervention be undertaken to ameliorate the plights of the people. He ruled that the matter be referred to the State Ministry of Works for urgent intervention, and directed the Clerk to communicate the decision of the House to appropriate quarters for necessary action.
